Xevo mentioned that guardians could only use their ability every-other day, which means there were probably 4 guardians total(2 from each thread). We don't know what thread the dead guardians came from so its possible that there is still 1, or even 2, guardians still alive in the front thread.
Also, the more I think about it the more I think Qorzm might be Xevo's contact. Hes doing the whole "quietly support every idea but don't contribute anything of your own" thing that new seers sometimes do.

Bah, better they bandwagon Qorzm than Cj but still it throws wrench into plans. I'll leave my kill where it is for now though, hopefully the bandwagon will swing elsewhere before I go to work. Elsewise I'm going to have to find someone else to perform invasive surgery on.

Could be trying to pull off what Ardor and Co. did in the Phalliad. Lead a fake bandwagon onto someone you want to protect, then at the last minute swerve it toward someone else subtly. This makes the monsters think that person isn't part of the network and so are less likely to kill them.
Or of course, it could be he isn't actually part of the Great Network and they really do want him dead. Either way we should probably kill him if the vote doesn't, since the fact he isn't an Other means we need to kill him anyway and I'm convinced that he is something out of the ordinary.
